It's going to their heads.
Proffered argument in Income Tax text for childcare deductions: "Child-care allowances will encourage people to have more children." Now I don't know how tax lawyers operate, but I'm doubting normal people sit around and think, "Hmm, let's have a baby so we can get a tax deduction for the childcare!"

Hmm... the allowances could at least help overcome some financial objections to having additional children. Of course, that's assuming that people actually know the tax law--a big assumption, I think. Of course, maybe they're trying to encourage smart people to reproduce.
Just 'cause people are smart doesn't mean they know the tax law. The reverse is also true. :-)
Good point. I'm not sure we want a public policy that encourages tax lawyers to proliferate.
